It seems that the Al Chaman family is now used to transferring large sums of money out of the European Union to evade taxes. The Metropol for Halal Materials, Foods and Cosmetics FZE is a Free Zone trading company based in the United Arab Emirates and registered to Wasim Al Chaman, son of Abdel Munim Al Chaman, owner and Chairman of the Halal Quality Control (HQC). This company is used by Al Chaman as an offshore company to illegally divert HQC’s revenue in order to avoid paying taxes in the Netherlands, which is a crime. Examples of invoices issued by the Metropol for Halal Materials, Foods and Cosmetics FZE trading company to some HQC’s client companies based in Belgium are in Attachment 1, Attachment 2, Attachment 3, and Attachment 4. An example of a payment statement issued made by a HQC’s client company based in Denmark towards the Metropol for Halal Materials, Foods and Cosmetics FZE trading company are in Attachment 5. Both the invoices and the payment statement are for Halal certification services. In fact, at the lower part of the invoices, among the “Terms”, it states that:
Please pay within the term in order to avoid any blocking of services, such as an issuance of the Halal Certificate or an audit”.

How can a trading company issue Halal certificates? Is this company accredited or recognised by the international Authorities?

We renew our appeal to JAKIM, MUI, MUIS, ESMA, EIAC, GAC, SMIIC, SASO, SFDA and all other Halal stakeholders: keep guaraneeing the Halal integrity. Corruption

M. Al Chaman fait également la promotion de formes de corruption. Il a essayé de payer de grosses sommes d’argent en échange de reconnaissances, d’accréditations, de rôles clés dans les organisations internationales représentant les organismes de certification ou d’autres avantages.

M. Al Chaman essaie également les mêmes tactiques avec JAKIM, en particulier à l’IHAB. La peur effrayante est que JAKIM (involontairement) puisse lui donner confiance et tomber dans son piège, perdant (en conséquence) sa crédibilité et son influence dans le domaine halal mondial, comme cela est arrivé à d’autres autorités halal dans d’autres pays asiatiques tout aussi importantes et influentes dans le marché halal mondial.

Nous exhortons vivement toutes les organisations halal à prendre clairement position contre Al Chaman. Sinon, nous dénoncerons en toute responsabilité le comportement de ceux qui soutiennent directement ou indirectement les plans diaboliques d’Al Chaman.

Accréditation

Il y a environ trois ans, le HQC d’Al Chaman a sollicité l’accréditation du Gulf Accreditation Center (GAC) selon les normes GSO Halal et ISO 17065. Cependant, près de deux ans plus tard, HQC a obtenu l’accréditation du GAC uniquement pour la catégorie des produits de nettoyage. HQC n’a pas été accrédité pour l’abattage, la viande et d’autres produits alimentaires, qui sont l’activité principale du HQC. Cela signifie que HQC présentait des non-conformités majeures concernant ces catégories qui ont entravé l’accréditation du GAC. Soudainement et étonnamment, quelques mois plus tard, HQC a obtenu l’accréditation d’un autre organisme d’accréditation pour les normes GSO Halal pour les catégories d’abattage halal, de viande et d’autres produits à haut risque, non seulement pour le bureau de HQC aux Pays-Bas, mais aussi dans d’autres pays européens. Les parties prenantes halal du marché mondial Halal sont étonnées et ont un très grand point d’interrogation sur l’intégrité Halal . Quelqu’un peut-il résoudre ce dilemme?

Stratégie basée sur l’opportunisme

M. Al Chaman profite des moments de difficulté de la vie des HCB, notamment ceux qui font suite à la perte de l’une de leurs accréditations ou reconnaissances. M. Al Chaman se présente d’abord aux HCB proies en jouant le rôle du bon ami et supporter. Il leur propose une collaboration gratuite ou à faible coût. A travers son HQC il délivre à leurs clients des certificats Halal en moins de 24 heures, sans aucune évaluation documentaire, aucun Audit sur site ni aucun contact avec les entreprises.

Une fois que les certificats HQC commencent à courir parmi les clients de la proie HCB, voici le moment pour M. Al Chaman d’avaler sa proie avec son dernier coup. En fait, à ce stade, le personnel de HQC commence à contacter directement les entreprises clientes du HCB proie. Ils font la promotion de HQC comme le meilleur HCB au monde et présentent la position et les charges de M. M. Al Chaman et le personnel du HQC ont appliqué ces tactiques sataniques «avec succès» aux Pays-Bas, en France, en Allemagne, en Autriche, en Italie et en Grèce (pièce jointe 1, pièce jointe 9, pièce jointe 10, pièce jointe 11 et pièce jointe 12). En particulier, dans l’annexe 9, le personnel du HQC informe le responsable de la Mosquée de Paris qu’il a trouvé un autre HCB pour délivrer un certificat Halal enregistré par MUIS (Singapour) pour eux, car ni le HQC ni la Mosquée de Paris ne sont reconnus par MUIS.

M. Al Chaman et ses adjoints HQC préparent déjà le coup contre de nombreux autres organismes de certification! Quelle sera la prochaine proie?

Certificats HQC délivrés aux OC radiés, refusés et non musulmans

M. Al Chaman est également bien connu comme la personne qui couvre et assiste les organismes de certification halal (HCB) qui n’ont pas l’accréditation et la reconnaissance appropriées, ceux qui ont été radiés ou rejetés par les organismes d’accréditation et de reconnaissance en délivrant des certificats Halal à leurs clients par son HQC ou par d’autres HCB de son «réseau de partenariat» sans aucune revue documentaire ni aucun audit. Il soutient également les HCB non musulmans et les promeut en leur délivrant des certificats HQC Halal sans aucune évaluation de certification.

En outre, M. Al Chaman encourage les HCB non reconnus à devenir membres des organisations représentant Halal tant qu’il y a un pouvoir ou des rôles clés. Ces HCB font alors partie de son lobby au sein des forums et organisations halal internationaux afin que ces HCB l’aident à poursuivre ses objectifs diaboliques.

Vous trouverez ci-joint des exemples de la «vente» de certificats Halal de M. Al Chaman vers un HCB non reconnu en Allemagne et de la collaboration «cachée» entre M. Afin d’atteindre ses mauvais objectifs, M. Al Chaman et son personnel contactent directement les entreprises certifiées Halal par d’autres HCB. Ils leur offrent des prix de certification plus bas et un «processus de certification plus simple», même sans examen documentaire ni audits sur site, encore une fois indifférents à l’intégrité Halal (pièce jointe 1, pièce jointe 7, pièce jointe 10 et pièce jointe 11).

Concurrence déloyale

Le personnel de HQC et Al Chaman lui-même ont également diffusé de fausses nouvelles et des informations diffamatoires contre d’autres HCB pour atteindre plus facilement leurs objectifs diaboliques!

Le personnel de HQC et Al Chaman lui-même attirent également la direction et le personnel technique d’autres HCB, leur promettant et leur offrant des salaires et des carrières plus attractifs. Par conséquent, ils utilisent le personnel «capturé» pour leur extorquer des informations secrètes et confidentielles sur les clients et sur les faiblesses du HCB pour lequel ils ont travaillé, tout cela pour un bénéfice personnel!

Voici quelques noms de membres du personnel de gestion et d’audit qui ont été capturés par M. Al Chaman et sont passés à son réseau .

– Abdullah Hitu et Rachid Fanoos, quittant Halal Control (Allemagne);

– Ahmed Sherif, originaire d’IIDZ (Autriche);

– Anis Youssef, quittant Halal International Authority (Italie).

Tout cela pour la seule raison d’arracher des clients à des concurrents et de gagner plus d’argent et de pouvoir! Cela signifie la corruption de l’intégrité et de la fiabilité de l’industrie et du marché halal mondial, qui sont à la base de sa destruction.

Intégrité halal

Opérer dans le domaine Halal n’est qu’un choix. Personne n’est obligé d’être ou devenir un certificateur Halal, un auditeur Halal, un conseiller Halal ou même un consommateur Halal, sauf pour une fraternité religieuse. Le fait d’être un choix non combiné semble faciliter la tâche des opérateurs de l’industrie mondiale Halal. Absolument pas. Au contraire, traiter un choix volontaire rend obligatoire le respect des règles éthiques Halal. Le non-respect des règles Halal est donc si significatif en matière de responsabilité et d’honnêteté.

HQC a été retiré de la liste

MUIS (Singapour) et GIMDES (Turquie) ont agi avec responsabilité, force et détermination pour mettre fin à l’action contraire à l’éthique et illégale de M. Al Chaman, visant à dominer à tout prix le marché de la certification Halal. En fait, MUIS et GIMDES ont radié les HQC de la liste des HCB qu’ils reconnaissent. Cette action courageuse de MUIS et de GIMDES a permis d’extraire une importante défense du serpent. En fait, MUIS et GIMDES ont partiellement brisé le cercle vicieux de la corruption que M. Al Chaman diffuse dans le monde Halal mondial.

MUIS et GIMDES ont également transmis un message fort d’intégrité morale à tous les HCB, à la fois aux HCB puissantes, c’est-à-dire: «l’épée tranchante de MUIS coupe impitoyablement la tête de chaque serpent dominateur»; et aux HCB faibles, c’est-à-dire: «MUIS est un protecteur de l’éthique Halal et de ceux qui respectent ses règles».

Responsabilités

Halal et Haram sont des concepts clairs sans aucun doute. Ceux qui déclarent suivre le concept Halal ou utiliser le terme Halal dans leurs activités n’ont d’autre choix que d’être cohérent, donc d’agir en conséquence. Les entreprises, qui sont certifiées Halal, sont les protecteurs et les garants de l’intégrité Halal en choisissant de manière responsable les HCB de confiance avec lesquels être certifiés, pour se conformer aux normes halal internationales et agir de manière transparente envers les consommateurs musulmans;

Les consommateurs musulmans sont les protecteurs et les garants de l’intégrité halal en vérifiant de manière responsable la véritable halalité des produits avant de les acheter et en dénonçant les cas douteux et non conformes.

Le silence et l’indifférence envers ce comportement anti-islamique menaçant, nourriraient et renforceraient l’éthique malade de M. Al Chaman et jetteraient les bases de l’émulation par d’autres HCB prêts à le faire et renforceraient une croyance très dangereuse parmi les HCB, à savoir l’accréditation, la reconnaissance. et Les organismes de certification sont complices de la manière maladive de penser et d’agir de M. Al Chaman.

Ce qui accroît le danger de cette situation, c’est la popularité de l’éthique non islamique de M. Al Chaman et sa mauvaise réputation. Et ce qui aggrave c’est le silence des Organismes d’Accréditation et de Reconnaissance, qui fonde l’idée d’acceptation d’un tel comportement immoral ou même de son soutien. Si les choses ne changeaient pas, les conséquences seraient catastrophiques pour l’ensemble du marché halal mondial.

C’est un appel à JAKIM, MUI, MUIS, ESMA, EIAC, GAC, SMIIC et toutes les autres parties prenantes Halal: vous êtes le Garant de l’intégrité Halal dans le monde. Les musulmans vous regardent comme une source de confiance et de fiabilité dans le domaine de la certification Halal. Notre appel s’adresse également aux organismes de certification halal, qui ont une énorme responsabilité équivalente en tant qu’évaluateurs et certificateurs de la vérité et de la conformité à la charia non seulement des produits mais aussi du comportement. HQC’s ex collaborators reveal secret misdeeds

Halal Leaks received many replies and evidences of misdeeds from ex collaborators of the Halal Slaughtering and Quality Control Office (HQC). Halal Leaks editorial team is still investigating the reliability and correctness of some of the evidences provided. Some verified evidences are extremely shocking. However Halal Leaks decided to postpone their publication.

The ex collaborators of HQC denounced serious misdeeds occuing within HQC. They stated that HQC falsley used their names and signatures on Halal certificates issued by Halal Quality Control (HQC) and on some correspondences sent from HQC to third parties without their authorization and even after the collaboration with HQC ended. HQC and Al Chaman used their names as technical and shariah auditors for Halal certification processes they never reviewed nor approved. On the same Halal certificates there is also the name and signature of Mr. Abdul Munim Al Chaman, the owner and chairman of HQC.

It is now certain, above all reasonable doubt, that the HQC and Al Chaman use false names, signatures and information on the Halal certificates issued by the Halal Slaughtering and Quality Control Office (HQC). This means that all the Halal certification process is false and unreliable. How can Muslim Consumers consume products certified by HQC? Al Chaman denies his involvment in HQC

Important sources refered to Halal Leaks that Mr. Abdul Munim Al Chaman, owner and chairman of the Halal Quality Control Office (HQC) certification body denies his involvement in HQC anymore. He declares that the management of the HQC passed completely to his sons. So, Al Chaman tries to escape from the responsibility towards Muslims and Halal market Operators he damaged and still damaging.

Well, who is the responsible of the current damaging then? Is he Wasim Al Chaman? Ahmed Al Chaman? Or Mostafa Al Chaman? Their father Abdul Munim Al Chaman shall give us the answer.

Al Chaman embassy-based network breaks down

Following the previous article (halaleaks.com) Mr. Abdul Munim Al Chaman asked SOS to his embassy-based network for emergency intervention to safe his Halal business from the Halal Leaks attack, specially that many certified companies started exiting his fake Halal certification.

Al Chaman has always used his relationships with Islamic countires’ Embassies in the Netherlands in order to cover his illegal and unethical behaviour in Halal certification, using them as a shield. However, the embassies references started retreating back to avoid exposing themselves.

We are so sure that the embassies accomplices will not help Al Chaman anymore. They know that the names of whoever continues helping Al Chaman in his evil plan of currupting the Halal system will be revealed soon. The Al Chaman’s embassy-based network is breaking down. Game is over.

Poultry slaughterman testimony

A gentilman contacted Halal Leaks and denounced serious misdeeds occuring in a poultry slaughterhouse in Europe, which is certified by HQC. Here is his denounce:

Brother or sister, In my Linkedin i have seen the article about Chaman for Halal controling. I am slaughterman in a poultry slaughterhouse and I can tell you Chaman is kafir and the enemy of Islam. I have all the documents for you where the company make non halal chicken and it is sold as halal. Everybody in my company laughs at Chaman. They just need to request batch certificate and pay. No more no less. Please do not mention my name, if anybody knows I will lose my job.

Halal CBs abbandon HQC

Following the publication of the previous article (halaleaks.com) on HQC and Al Chaman, many Halal Certification Bodies (HCBs) accepted our appeal and decided not to collaborate with HQC amymore. Halal Leaks thanks the honest HCBs that accepted to fight the evil and to combat for the Halal integrity cause. A special thanking goes to those courageous HCBs that declared their position openly and by writing. Halal Leaks decided to publish below some of the HCBs replies forwarded to Halal Leaks by unrevealed sources:

Dear Sir/Madam, We are horrified and disappointed that something like this even exists. Unfortunately, we are also among the victims, as Mr ….., who worked for us, suddenly switched to HQC and opened a branch of HQC in ….. That was very disappointing for us and as described in your report, he immediately tried to get our customers to join HQC. With cheap offers (vouchers) and all kinds of promises. He destroyed a lot of trust and we don’t want to have anything more to do with this person. It is interesting to mention that Mr. …… suddenly received an academic title (Dr.). See …. List No. ….. We can confidently confirm that Mr. … has never studied or obtained a degree. We have no relationships with an organization like HQC or its employees. Please also inform the accreditation body and apply pressure to remedy this situation as quickly as possible. Thank you again and Allah bless you. P.S .: I am currently working on a report on the untenable conditions of poultry halal certification in …. (gas stunning) and will make it available to you. HQC is also involved here.

Halal Leaks is aware that some HCBs still collaborate with HQC and Al Chaman, “selling” him Halal certificates for Singapore and Turkey, as HQC are not recognized, and “buying” from him Halal certificates for Malaysia and Indonesia. They even exchange each other’s Halal certificate template, so that they can print and sign the Halal certificates by their own, without any certification process nor auditing.

Halal Leaks gives these HCBs a final occasion to correct their behaviour and breaks their evil alliance with HQC and Al Chaman’s family. Otherwise, their names will be in the blacklist to be published soon.

GAC accreditation to HQC never renewed

A formal source informed Halal Leaks that the international ASEAN Importers Association contacted GAC, inquiring on HQC’s accrediation status. GAC replied informing them that the HQC is no longer accredited by GAC since January 2020. Nevertheless, HQC never informed their Clients of this change. On the contrary, the GAC’s logo is still on the HQC’s web sites and on their marketing papers. Here is the GAC’s reply to the Importers Association:

ESMA is colluded with HQC

HQC declare to be accredited for GSO Halal standards in four countries: the Netherlands, Germany, Denmark and Irland. The HQC’s office in the Netherlands was accredited by GAC (Attachment 1) only for the Halal certification of the products belonging to Category “L”. i.e. Chemical and Biochemical manufacturing. However, as mentioned above, the GAC’s accreditation for HQC was expired last January 2020 and never renewed. On the other hand, strangely and surprisingly the ESMA’s registration for the HQC’s office in the Netherlands has been renewed on July 2020, i.e. six months after the expiration date of the GAC’s accreditation. Most strangely and surprisingly is that ESMA renewed the registration of HQC’s office in the Netherlands even for the Halal certification of the very critical products belonging to Categories “C”, including bovine, ovine and poultry slaughtering, “E” and “L” (Attachment 2).

Somebody may say that the HQC is accredited by EIAC for its offices in Germany, Denmark and Irland for the same product categories. Yes, it is true. This is verifiable at the EAIC’s web site. However, surprisingly there is no accredited Halal Certification Body on EIAC’s web site in the Netherlands (Attachment 3).

The question is: How could ESMA register the HQC’s office in the Netherlands for the Halal certification of products belonging to the Categories “C”, including bovine, ovine and poultry slaughtering, “E” and “L”, although HQC has no accreditation?

Is ESMA colluded with HQC? We need an official answer from ESMA.

Halalnews.info hacked for Halaleaks article

Following the publication of the first article (halaleaks.com) on the Halal Quality Control Office (HQC) and Al Chaman’s devil network, the Halalnews.info web news portal has translated the article into French language. MUIS case for HQC

MUIS (Singapore) faced a long internal intevstigation because of the Al Chaman’s accusations against MUIS, because MUIS delisted the Halal Quality Control Office (HQC) from the Foreign Halal Certification Bodies (FHCB).

As Esa Masood, MUIS’s CE, explained in a note on MUIS’ Facebook page:

MUIS have taken the allegations seriously and done a comprehensive investigation. The investigations comprised three stages – an internal investigation team, an independent review panel as well as review by the Ministry of Community, Culture and Youth. The investigations have found that Muis’ processes are sound, and the recognition and delisting of FHCBs have been carried out by its officers in a fair and impartial manner. All recognition, renewal or delisting of FHCBs followed approved internal protocols, and there were reasonable, objective grounds for the delisting of FHCBs. Any allegations of abuse of power by the Muis officer in handling the FHCB cases are completely unfounded.

In the interest of accountability and transparency, Muis has also referred the matter to Corrupt Practices Investigation Bureau (CPIB), and will fully assist any investigations into this matter. As the investigations have revealed the possibility that official information has been publicly disclosed, Muis has also lodged a police report.Muis recognises that while there are currently well-established processes and SOPs for the recognition of FHCBs, these can be further enhanced given the evolving nature of the industry landscape. We will conduct a comprehensive review of the FHCB recognition framework, with the revised framework to be implemented by the end of 2021.Moving forward, Muis will continue to ensure a robust recognition process to uphold public confidence in imported ingredients used by halal certified food establishments and manufacturers.We thank all parties who have assisted with the investigation, as well as the Muslim community for the strong support and confidence in Muis’ certification mark.

Certified companies escape away from HQC

Following the publication of the first article (halaleaks.com) on the Halal Quality Control Office (HQC) and Al Chaman’s devil network many Companies, which are currently certified by HQC informed Halal Leaks that they have been scammed by the fraudulent way used by HQC and its management. The Companies expressed their willing to interrupt the certification contract. Some of the Companies is also willing to prosecute HQC and its management legally.

This article’s main focus is to denounce the multiple un-Islamic, unethical and immoral behaviour of Mr. Abdul Munim Al Chaman, the Chairman and owner of Halal Slaughtering and Quality Control Office (HQC), Den Haag, the Netherlands and his staff and to clearly document the Al Chaman’s goal is to impose illegal and unethical hegemony over Halal Certification Bodies (HCBs) and Halal certification market especially in Europe.

Prophet Mouhammad (peace upon him) ordered Muslims to be proactive to change evil behaviour. So, every Muslim has a responsibility in guaranteeing and protecting the Halal integrity, each in its position, role and compentecy. Silence and indifference damage the entire Halal global market in terms of credibility, reliability and integrity. Furthermore, it feed and empower Mr. Al Chaman’s sick ethics and put the basis for emulation by other HCBs prepared to do so and enforce the belief of accomplicity with Mr. Al Chaman’s sick way of thinking and acting.

Immoral Vision

It is worth emphasizing that Mr. Al Chaman is commonly well known for his vision that “Halal certification is pure business” even without rules. Hence, he believes that “in order to persecute goals all means are justified”. Therefore Mr. Al Chaman justifies to himself his continuing disrespect to Muslim consumers, Halal Authorities and aggression to the other HCBs in the various countries just to widen his dominion over the Halal market. In fact, it is well known internationally that HQC’s certification audits don’t fulfil the minimum requirements of the reputable Islamic Halal Standards. Furthermore, Mr. Al Chaman applies immoral techniques of denigration of other certification bodies without any hesitation supported with unjustified lowering of certification prices in order to snatch customers from competitors, regardless to the detriment of the integrity of the Halal certification.

Mr. Al Chaman persecutes his objective through an evil network of his own satellite companies, apparently presented as “independent HCBs”. Mr. Al Chaman hides and denies his relationship to some of them in order to avoid being delisted from the Accreditation and Recognition Authorities because of the very evident disrespect of the Halal Standards and Islamic ethics and rules. However, the link between Mr. Al Chaman’s HCBs evil network is so evident especially because of the tight link between the staff of these HCBs (usually the same management staff) and the Halal certificates issued by more than one of these HCBs to the same producing companies. This happens in particular where so much critical animal derived products are involved.

In fact, Al Chaman certifies meats derived from animals which are slaughtered using the islamically prohibited gas and captive bolt stunning methods. In order to keep himself away from doubt, he usually issues the Halal certificates from other owned or partnered HCBs in Netherlands, Belgium, Germany and Austria, with which he tries to deny his relationship. He also issues Halal certificates for bovine gelatine, based only on Halal certificates issued by un-recognised HCBs. Attachment 13 is a clear example on how Al Chaman’s HQC’s German branch issues Halal certificates for bovine gelatine manufactured by a German company based only on Halal certificates issued by an unkown, un-accredited Belgian HCB called Institut Musulman des Viandes et de l’Agro-alimentaire !

Here are some of Al Chaman’s owned companies, some of them are off shore companies, useful to launder fees of “sold” Halal certificates, away from European fiscal Authorities.

Disrespectful Behaviour

Mr. Al Chaman is also trying the same tactics with JAKIM, especially in IHAB. The frightening fear is that JAKIM (unintentionally) may give him confidence and fall into his trap, losing (as a consequence) its credibility and influence in the global Halal field, as already happened to other Halal Authorities in other Asian countries equally important and influential in the global Halal market.

In order to achieve his evil goals, Mr. Al Chaman acts through a double-sided strategy to impose control over Halal certification market in Europe: from one side by weakening powerful HCBs and by destroying weak HCBs from the other side, swallowing always their clients. In particular, Mr. Al Chaman weakens powerful HCBs by defaming them and by misusing his relations with the Accreditation Bodies and his role in the Organizations representing HCBs internationally as a persuasive power for removing accreditation or recognition from his prey HCBs.

Mr. Al Chaman is also promoting forms of corruption. He tried to pay large sums of money in exchange for recognitions, accreditations, key roles in the international organizations representing certification bodies or other benefits.

We strongly urge all Halal Organizations to take a clear stand against Al Chaman. Otherwise, we will responsibily denounce the behaviour of those who directly or indirectly support Al Chaman’s evil plans.

Double-measure Accreditation

Three years or so ago, Al Chaman’s HQC applied to Gulf Accreditation Centre (GAC) for accreditation according to GSO Halal standards and ISO 17065. However, only almost two years later HQC got GAC’s accreditation only for cleaning products category. HQC has not been accredited for slaughterinh, meat and other food products, which are the HQC’s main business. This means that HQC had major non-conformities regarding these categories that impeded the GAC’s accreditation. Suddenly and surprisingly, only few months later, HQC got accreditation from another Accreditation Body for GSO Halal standards for the categories of Halal slaughtering, meat and other high risk products, not only for HQC’s office in Netherlands but also in other European Countries. Halal Stakeholders of the Halal global market are amazed and have in mind a very big question mark on Halal integrity. Can anybody solve this dilemma?

Opportunism-based Strategy

Mr. Al Chaman takes advantage of moments of difficulty in the life of HCBs, especially those following the loss of any of their accreditations or recognitions. Mr. Al Chaman initially presents himself to the prey HCBs playing the role of the good friend and supporter. He offers them free of charge or low-cost collaboration. Through his HQC he issues to their clients Halal certificates in less than 24 hours, without any documentary assessment, any onsite Audit nor any contact with companies.

Once the HQC certificates begin to run among the clients of the prey HCB, here is the time for Mr. Al Chaman to swallow his prey with his final blow. In fact, at this point HQC’s staff begins to contact directly the client companies of the prey HCB. They promote HQC as the best HCB in the world and present Mr. Al Chaman position and charges in the international bodies representing the HCBs as an index of being better competitor compared to other HCBs.

HQC’s staff is well instructed to spread false news and defamatory information to the accounts of their prey HCB. They also underline that their current HCB, which is apparently Al Chaman’s “partner”, does not have some accreditations or recognitions, which would be a risk for the client company, pushing it to leave their current HCB. Finally, HQC’s staff propose to clients of the prey HCBs to switch to being clients of HQC. Also, in this case, Mr. Al Chaman offers them lower certification prices and “easier certification process”, even without any documental review nor onsite audits, again uncaring of Halal integrity!

Mr. Al Chaman and HQC’s staff applied these satanic tactics “successfully” in the Netherlands, France, Germany, Austria, Italy and Greece (Attachment 1, Attachment 9, Attachment 10, Attachment 11 and Attachment 12). In particolar, in Attachment 9 HQC’s staff informs the responsible of Mosque of Paris that they found another HCB to issue a Halal certificate regonised by MUIS (Singapore) for them, as neither HQC nor Mosque of Paris is recognised by MUIS.

Mr. Al Chaman and his HQC’s deputies are already preparing the blow against many other certification bodies! What will the next prey be?

HQC’s Certificates issued to Delisted, Refused & non-Muslim CBs

Mr. Al Chaman is also well known as the person who covers and assists Halal Certification Bodies (HCBs) that don’t have proper accreditation and recognition, those that have been delisted or rejected by Accreditation and Recognition Bodies by issuing Halal certificates to their clients through its HQC or through other HCBs of his “partnership’s network” without any documental review nor any audits. He also supports non-Muslim HCBs and promotes them by issuing to them HQC Halal certificates without any certification assessment.

Furthermore, Mr. Al Chaman promotes the non-recognised HCBs to become members of the organizations representing Halal as long as he has power or key roles in it. These HCBs then become part of his lobby within the international Halal forums and organizations so that these HCBs help him persecute his diabolic goals. 

Attached are examples of the “selling” of Halal certificates from Mr. Al Chaman towards a non-recognised HCB in Germany and the “hidden” collaboration between Mr. Al Chaman and SGS in Germany through the “Halal Certification Germany”, which is one of his owned and hidden “brand HCBs” (Attachment 1 , Attachment 7 and Attachment 13).

No-Auditing Certification

In order to achieve his evil goals, Mr. Al Chaman and his staff contact directly the companies that are Halal certified by other HCBs. They offer them lower certification prices and “easier certification process”, even without any documental review nor onsite audits, again uncaring of Halal integrity (Attachment 1, Attachment 7, Attachment 10 and Attachment 11)

Unfair Competition

HQC’s staff directly contact the others’ HCBs clients, pushing them to leave their current HCB and proposing to switch to HQC, possibly offering them lower certification prices and “easier certification process”, even without any documental review nor any onsite audits. HQC’s staff and Al Chaman himself also spread false news and defamatory information against other HCBs to achieve their evil goals more easily!

HQC’s staff and Al Chaman himself also attract the management and technical personnel of other HCBs, promising and offering them more attractive salaries and careers. Hence, they use the “captured” personnel to extort secret and confidential information from them on the clients and on the weaknesses of the HCB they worked for, All of that just for personal benefit!

Here are some names of management and auditing personnel who have been captured by Mr. Al Chaman and switched to his evel network:

– Abdullah Hitu and Rachid Fanoos, switching from Halal Control (Germany);

– Ahmed Sherif, coming from IIDZ (Austria);

– Anis Youssef, switching from Halal International Authority (Italy).

All of that is for the sole reason of snatching clients from competitors and gaining more money and power! This means the corruption of the integrity and the reliability of the global Halal industry and market, which are the basis for its destruction.

Halal Integrity

Operating in the Halal field is just a choice. Nobody is obliged to be or become a Halal certifier, a Halal auditor, a Halal advisor or even a Halal consumer, apart from for a faith fellowship. Being a noncombulsory choice seems to make it easier for operators in Halal global industry. Absolutely not. On the contrary, dealing with a voluntary choice makes the respect of the Halal ethical rules obligatory. Lack of respect of the Halal rules is therefore so meaningful as regards liability and honesty.

HQC has been Delisted

MUIS (Singapore) and GIMDES (Turkey) acted with responsibility, force and determination to stop Mr. Al Chaman’s unethically and illegally acting way, aimed at dominating the Halal certification market, at any cost. In fact, MUIS and GIMDES delisted HQC from the list of the HCBs they recognize. This courageous action taken by MUIS and GIMDES has helped to extract an important tusk to the snake.  In fact, MUIS and GIMDES have partially broken the vicious circle of corruption that Mr. Al Chaman is disseminating in the global Halal world. 

MUIS and GIMDES also gave a strong dobble message of moral integrity to all the HCBs, both to the strong HCBs, i.e.: “the sharp sword of MUIS cuts mercilessly the head of every overbearing snake”; and to the weak HCBs, i.e.: “MUIS is a protector of Halal ethics and those who respect its rules”.

Responsibilities

Halal and Haram are clear concepts with no margin for doubt. Those who declare to follow the Halal concept or use the Halal term in their activities have no choice apart from being coherent, hence acting accordingly. Halaleaks is here to put in light the incoherent people and activities, as a contribution in building liability and trust in the Halal global market and industry.

All Halal global market’s stakeholders have responsibility in guaranteeing Halal integrity, each in its role and competency:

  • Accreditation and Recognition Bodies are protectors and guarantors of the Halal integrity in responsibly accrediting only the trustworthy HCBs which ethicaly behalf according to Shariah and conform to the Halal standards;
  • Certification Bodies are protectors and guarantors of the Halal integrity in responsibily certifying the trustworthy companies which ethically behalf according to Shariah and the products and services which are really conform to the Halal standards. Refusing the raw materials which are Halal certified by untrustworthy HCBs, during the assessment of the raw materials supply chian of the products subject to Halal certification, is absolutely determinant in guaranteeing integrity of the Halal global market;
  • Companies, which are Halal certified, are protectors and guarantors of the Halal integrity in responsibily choosing the trustworthy HCBs to be certified with, to conform to the international Halal standards and to act transparantly towards the Muslim consumers;

Silence and indifference towards this thretening anti-Islamic behaviour, would feed and empower Mr. Al Chaman’s sick ethics and would put the basis for emulation by other HCBs prepared to do so and would reinforce a very dangerous belief among HCBs, that is Accreditation, Recognition and Certification Bodies are accomplice of Mr. Al Chaman’s sick way of thinking and acting.

Appeal

What increases the danger of this situation is the popularity of Mr. Al Chaman’s un-Islamic ethic and its bad reputation. And what aggravates it is the silence of the Accreditation and Recognition Bodies, that establishes the idea of acceptance of such immoral behaviour or even its support. If things didn’t change, the consequences would be catastrophic for the whole Halal global market.

This is an appeal to JAKIM, MUI, MUIS, ESMA, EIAC, GAC, SMIIC and all other Halal stakeholders: you are the Guarantor of the Halal integrity worldwide. Muslims watch you as trust and reliability source in Halal certification field. Our appeal is also addressed to Halal Certification Bodies, which have equivalent huge responsibility as assessors and certifiers of the truth and comformity to Shariah not only of products but also of behaviour. Please stop Halal Slaughtering and Quality Control Office (HQC) and its un-Islamic, unethical and immoral behaviour.

We are confident that you will have the same strength and determination towards Mr. Al Chaman and his HQC. It is time to definitely stop his danger that threatens the Global Halal Market & Industry Integrity.
